Spring 2023 Referendums

State

Question 1:

"Conditions of release before conviction. Shall section 8 (2) of article I of the constitution be amended to allow a court to impose on an accused person being released before conviction conditions that are designed to protect the community from serious harm?”

If voted yes, this referendum will change the state constitution. It could make it harder for people accused of crimes to get out of jail on bail and would allow the state legislature to define serious harm in relation to deciding bail conditions.

Question 2:

“Cash bail before conviction. Shall section 8 (2) of article I of the constitution be amended to allow a court to impose cash bail on a person accused of a violent crime based on the totality of the circumstances, including the accused’s previous convictions for a violent crime, the probability that the accused will fail to appear, the need to protect the community from serious harm and prevent witness intimidation, and potential affirmative defenses?”

If voted yes, this referendum will change the state constitution. This would allow judges to consider various factors when imposing cash bail. The factors are listed in the question on the ballot.

Question 3:

“Shall able-bodied, childless adults be required to look for work in order to receive taxpayer-funded welfare benefits?”

This is an advisory or non-binding question. However, a yes vote means you support the state legislature requiring able-bodied, childless adults to look for work before receiving welfare benefits.

Eau Claire County

 Abortion Ban Referendum:

"Should the Wisconsin legislature repeal the state's 1849 abortion ban that provides no exceptions in cases of rape or incest nor to protect the health of the mother?"

This is an advisory or non-binding question. Hoever, a yes votes means you support measure to repeal the state's abortion ban.

Altoona School District

General Obligation Bonds Referendum:

Shall the School District of Altoona, Eau Claire County, Wisconsin be authorized to issue pursuant to Chapter 67 of the Wisconsin Statutes, general obligation bonds in an amount not to exceed $26,000,000 for the public purpose of paying the cost of a school building and facility improvement project consisting of the acquisition of land and a building for an early elementary school, including renovations to and equipping the building; and district-wide capital maintenance, building infrastructure and site improvements?

If voted yes, taxpayers will see an increase in their property taxes. The Altoona School Distritct is looking to purchase and remodelthe National Business Institute. This space would hold 4k, kindergarten, and first grade, which includes 350-375 students. If voted yes, taxpayers will pay an additional 69 cents per every $1,000 of assessed value of their properties.
